I think it should be amended to include mucous membrane application (oral application) due to the chance of ingested gluten. Also, in NZ and Australia for foods to be labelled gluten free they need to contain less than 3ppm of gluten so this should be the measure, not 20ppm as is deemed acceptable in other parts of the world
