Some coeliacs are very sensitive to gluten and can react to concentrations lower than 20 ppm. To be defined as gluten free the product must be tested to not exceed the lowest concentration that can be detected by analysis, which is 3 ppm (e.g.gluten detection limit by AsureQuality). Any gluten that can be detected above this level means that the product contains gluten and this should be stated on the label.
If a product that contains gluten is used on mucus membranes in the nose (or any mucus membrane in the oral cavity area, including eyes) this gluten could finally end up in the stomach and cause a reaction to the gluten. Hence the statement "mucus membrane" must be deleted.
Gluten in hand cream and shampoo can also be a problem. If people with coeliac disease touch food with hands that are covered with gluten containing hand cream the gluten can be transferred to the food and then swallowed and cause a reaction. There is also a risk for people using gluten containing shampoo to wash their hair in the shower to potentially swallow gluten. Any shampoo residue in the hair could also cause problems if the hair is long enough and the person likes sucking the hair.

Hence Conditions should read:
For all classifications, including prescription, and all uses, – where gluten is present in a concentration of 3 parts per million or more
