Submit your proposal for the Proceeds of Crime Fund

Overview

The Proceeds of Crime Fund (the Fund) is administered by the Ministry of Justice. The 2026 funding round opens at 8am on 30 March 2026.

The Ministry of Health is listed as an eligible agency and can therefore submit proposals to the Ministry of Justice, including on behalf of community groups and NGOs. If you want us to consider submitting your proposal to the Ministry of Justice, you must complete this form by 5pm 20 May 2026.  

To ensure a fair and consistent process the Ministry of Health will not support the development of proposals, including advice on eligibility or proposal content, but we may contact you to clarify parts of your proposal.

Eligibility criteria 

The purpose of the Fund is to support targeted, time-limited interventions that reduce violent crime. Initiatives must seek to: 

  • prevent or address crime before it escalates to violent crime (i.e. retail crime); 
  • address organised crime (i.e. deterring money laundering and terrorism financing or prevent the importation and distribution of drugs). 

In assessing proposals, we recognise that targeted initiatives, such as rehabilitation programs and interventions addressing drug-related harm, play a critical role in disrupting cycles of offending. 

To be eligible for consideration by the Ministry of Health, proposals must:  

  • Clearly focus on reducing violent crime, as required by Cabinet, and 
  • Meet the Ministry of Health’s internal criteria (see below). 

Please note: 

  • Proposals must clearly explain how the initiative will reduce violent crime. 
  • Funding must be for short-term initiatives only (two to three financial years) and cannot support ongoing projects or services. 
  • Late or incomplete applications will not be considered 

Violent crime has a lot of complex causes. In assessing proposals, we recognise that targeted actions, such as rehabilitation programs and interventions addressing drug-related harm, can help break cycles of offending. 

How proposals are assessed 

Once you submit a proposal, the Ministry of Health will first check that it is eligible for consideration. If it meets the above requirements, we will then assess it against our own criteria. These include:

  • how effective the initiative is likely to be 
  • value for money 
  • how well it aligns with wider health system priorities. 

We will then decide whether we will submit the proposal to the Ministry of Justice. Submitting a proposal to us does not guarantee that it will progress.

What happens next 

If the Ministry of Health decides to submit your proposal, we will send it to the Ministry of Justice. The Ministry of Justice will assess proposals from all eligible agencies and make recommendations to the Secretary for Justice. 

Final decisions are made by the Minister and Associate Minister of Justice and the Minister of Finance. This process might take a few months.   

Please note that even if the Ministry of Health submits your proposal to the Ministry of Justice, this does not guarantee that it will be approved or funded.
